The Westy still returns 25mpg, which I believe is what was always expected when new?

Many thanks for your thoughts. The main issue is the power or lack of it of the 1.6 Aircooled. It will literally run all day at a steady 50mph but getting it their takes patience and long hills do impact journey times. If replacing with a 2l Aircooled is a realistic option I may look at that.
