Yes it is in the right position.
You need to check that when the flap (for cylinder 1 +2) is fully open at 90 degrees, the flap for 3+4 is fully down over the oil cooler. If its not then slightly bend to fit. I bet you dont have to do it though.

If its not the oil pressure switch, you can get to the oil cooler with the engine in situ. You need to remove the rear tin and fan pipe, then the cooling fan and fan housing. I could be wrong but I think that the needle and seat valve refers to the valve which opens and closes when the floats go up and down. They are easy to replace. Quite a mystery. I cant see that its the oil cooler seals leaking as its positioned at the back of number 4 cylinder and oil would drip around the area of the oil filter. If it turns out to be the fuel pump, Heritage has started to sell them.

When the pump is off, also check that the fuel pump rod hasn't worn out of spec. The dimension should be in the manual.

You might get away with it if you havent used silicone sealant to fit em.
