Anybody who's fuel costs are that important should think twice about a T25 becasuse you won't afford the maintenance. It does look like a mechanical fuel pump - if you get someone to sit in the cab and pump the throttle can you see a lever moving back and forth on top of the fuel pump? Most TDI's have an electronic fuel pump and are "fly by wire" so you wouldn't see anything moving on the fuel pump itself...

I'm surprised no one has mentioned it yet but how many miles do you do a year? the diesel would be my option from an "MPG" point of view as a petrol will be a bit thirstier, probably be lucky to manage 30mpg from the scooby if you baby it along and probably nearer the 40 out of the diesel...
