My 83 Joker had no handbrake or fluid warning lights - just a blanking plate. Just got a 1986 Club Joker and this is exactly the same. This one certainly spent its live in Germany as I have the paperwork up to when it was imported.

If dipstick can be checked through the number plate hatch it probably has been done and if it is a straight one that just comes out above the engine behind the alternator then you can't be sure. In case you didn't know and yours are stuck you can remove the top by twisting and pulling. Should be able to clean enough to get a clean flame then but make sure you dry first as any water stuck in the gaps will make problem worse.
