I've been plagued with rusty gutters too, and considered (for a very short while) getting mine cut off and some better ones welded on. Settled for rotary wirebrushing them all over, even inside using a Dremel wire wheel . Then a coat of POR-15 and a deeper rubber moulding to conceal the perforations...
