The choke flap should be much more closed than that, even at ambient temps of 20°+. Is it floppy free, or resistant when pressed with a finger? If floppy, probably the plastic relay arm has snapped. If resistant, cross shaft semi-seized?

Heritage are now claiming their 10mm adjusters are genuine VW (they were selling the cheese ones not so long ago). I might get some to check, as I'm running very low on proper genuine 10s. I solved this problem by fitting a Laminova in-line oil cooler into the big coolant hose under the coil. Oil feed was via a sandwich plate under the filter. Late case can be identified by the B suffix on the part number cast into it on each side under where the pushrod tubes sit. Also has a second oil switch on front under water pump.
