The choke flap should be much more closed than that, even at ambient temps of 20°+. Is it floppy free, or resistant when pressed with a finger? If floppy, probably the plastic relay arm has snapped. If resistant, cross shaft semi-seized?

I solved this problem by fitting a Laminova in-line oil cooler into the big coolant hose under the coil. Oil feed was via a sandwich plate under the filter.
